In any event, if you're running a 21 minute 5K, speed isn't your problem -- You need to get strong. (In fact, my guess is that as a 21 year old, 6 foot male, your speed is way, way ahead of where it needs to be to run even an 18 minute 5K).
yeah im a freshman in college just running on my own.. i made the varsity team at my 3rd-in-state a school with 25-26 minute times. to get 20th in our highly competitive county (running county meets had more competition that states cause we ran against good 3a and 4a school rather than all the dinky 2as across the state) you'd need a 21 and most likely make it.. 19-20 would be set though

I run 7 mph per hour everyday on the treadmill for three miles. I haven't run a 5k in years, but I typically run faster during races than I do on a treadmill.
If you are unable to run a sub 30 minute 5k while training exceptionally hard, it is probably time to get yourself into a running group with some people who can teach you how to train and run correctly. Second 2.4 is a sprint at 80%+ max effort. I run 16.5 up to 18. Final 2.4 is endurance. Drop to hard comfort at 4.8 point (I go to about 15 from 18) then build back up as high as you can until 7.2. This program will increase 3km to 5km race times when combod with some reg road runs.
